This Refund & Cancellation Policy explains the circumstances under which a refund may be requested for services purchased or requested through Bhagat Janseva Kendra.
Since many services involve manual work, document verification, application preparation, form submission or third-party/government portals, refund eligibility may depend on the current status of the requested service.
1. General Refund Policy
We aim to provide accurate and timely digital service assistance. However, once work has started on a service, the service charge may not always be refundable.
Payment of a service charge does not guarantee approval, acceptance or issuance of any document, certificate, licence, benefit or application by a government department or third-party authority.
2. When a Refund May Be Considered
A refund may be considered in situations such as:
- Payment was received but the requested service could not be started due to a verified technical problem on our side.
- The same service amount was accidentally paid more than once and the duplicate payment is successfully verified.
- Payment was received but the requested service cannot be provided by us.
- A transaction was successful but the service order was not created due to a verified technical issue.
- A refund is required under applicable law.
3. Non-Refundable Situations
A refund may generally not be available when:
- The service has already been completed.
- The application has already been submitted.
- Documents or forms have already been prepared, processed or submitted.
- The customer changes their mind after processing has started.
- Incorrect information was provided by the user.
- Incorrect, incomplete, unclear or invalid documents were supplied.
- The application is rejected by a government authority due to eligibility, document, verification or other reasons outside our control.
- Required documents or information are not provided within a reasonable period.
- False, misleading or fraudulent information is supplied.
4. Government Application Rejection
Government departments and authorized authorities independently decide whether an application will be approved or rejected.
Therefore, rejection of an application does not automatically create a right to a refund of our digital service assistance charge.
If an application is rejected because of eligibility, incorrect documents, mismatch in information, verification failure or applicable government rules, the service assistance fee may remain non-refundable.
5. Government Fees and Third-Party Charges
Some services may involve charges collected by government departments, banks, payment gateways or other third-party providers.
Such charges may be subject to the refund policies of the respective authority or provider.
Bhagat Janseva Kendra cannot guarantee a refund of government or third-party fees where the concerned provider treats them as non-refundable.
6. Duplicate Payments
If the same service amount is accidentally paid multiple times, the additional payment may be reviewed for refund after successful verification.
Users may be required to provide the transaction ID, payment reference number, date, amount and other information necessary to verify the duplicate payment.
7. Failed or Pending Transactions
Sometimes a payment may appear as deducted from a bank account even though our system shows the transaction as failed or pending.
In such cases, users should allow reasonable time for the bank or payment provider to update the transaction status.
If the amount is not automatically reversed, users may contact us with the relevant transaction details for verification.
8. Cancellation Before Processing
If a user requests cancellation before meaningful processing or manual work has started, the request may be considered for refund.
Once document verification, form preparation, data entry, application processing or submission has started, cancellation may no longer qualify for a refund.
9. Cancellation After Processing Has Started
Once our team has started processing a service, cancellation by the customer may not qualify for a refund because time, resources and service work may already have been utilized.
10. Incorrect Information Provided by User
Users are responsible for checking all information provided to us before processing or submission.
If a service cannot be completed because the user supplied incorrect, incomplete or mismatched information, the service charge may not be refundable.
11. Incorrect or Invalid Documents
If submitted documents are expired, unclear, invalid, incomplete, mismatched or otherwise unacceptable to the relevant authority, any resulting delay or rejection will generally not qualify for a refund.
12. Processing Time and Delays
Processing times displayed or communicated by us are estimates unless expressly stated otherwise.
Delays caused by government portals, banks, payment gateways, server issues, verification procedures, holidays, network failures or third-party systems do not automatically qualify for a refund.
13. Refund Request Process
To request a refund, contact Bhagat Janseva Kendra and provide the following information:
- Customer name
- Registered mobile number
- Service name
- Payment date
- Payment amount
- Transaction / Reference ID
- Reason for refund request
- Payment proof, if available
14. Refund Verification
All refund requests may be reviewed before approval.
We may request additional information or payment verification documents when necessary to prevent fraud and unauthorized refund requests.
15. Refund Processing Time
Once a refund is approved, the actual time required for the amount to appear in the user's bank account, UPI account or original payment method may depend on the relevant bank or payment service provider.
We cannot guarantee the exact processing time of an external bank or payment provider.
16. Refund Method
Where possible, approved refunds may be processed through the original payment method or another appropriate method after verification.
17. Fraudulent Refund Requests
False refund claims, manipulated payment screenshots, fraudulent transaction claims or attempts to obtain an unauthorized refund may result in cancellation of service and may be reported to the appropriate authority where required.
18. Service Quality Issues
If you believe that a service was not processed according to the agreed requirements, please contact us as soon as possible so that the matter can be reviewed.
Where an error is verified to have been caused directly by our processing, we may, depending on the circumstances, attempt correction, reprocessing or another appropriate resolution.
19. No Refund for Government Decisions
We are not responsible for decisions made by government departments, banks, universities, examination authorities, insurance providers or other independent organizations.
Their rejection, cancellation, delay or eligibility decision does not automatically create a refund entitlement for our service assistance fee.
20. Privacy During Refund Processing
Information provided during a refund request may be used for transaction verification, fraud prevention, communication and processing the refund request.
